# Facial Tissue Supplier: Surface vs. Bulk Microbial Tests

B2B procurement · Specification review

Ask your facial tissue supplier whether the report concerns a paper surface or material prepared by disintegration. Compare results only when sample scope, organism group, method and reporting basis align; the two approaches do not measure an interchangeable quantity.

For buyers checking laboratory documentation for dry facial tissue. Here, “bulk” means a disintegration-based material examination, not bulk shipment sampling. No sterile, antibacterial or medical-use claim is made.

## Facial Tissue Supplier: Identify what was actually examined

[ISO 8784-2:2023](https://www.iso.org/standard/72282.html) addresses microbial enumeration on paper and paperboard surfaces, with results related to specified media. Ask the facial tissue supplier which side or surface was examined and whether the specimen came from the finished tissue, packaging or another material. A report about a carton is not a report about the tissue inside it.

[ISO 8784-1:2014](https://committee.iso.org/standard/53064.html?browse=ics) concerns bacteria and bacterial spores after disintegration of pulp, paper or paperboard. [ISO 8784-3:2022](https://www.iso.org/standard/72590.html) addresses yeast and mould using a disintegration-based approach. The method identifier matters: the family name alone does not identify the organism group or specimen preparation.

These public standard descriptions explain method scope, not the laboratory’s detailed procedure. Have the laboratory confirm the method’s application to the proposed product. Do not replace the exact designation with a vague spreadsheet label such as hygiene tested.

## Check sample identity and handling

Request a sample record from the facial tissue supplier covering the finished SKU, lot reference, pack format, collection point and date. Record who selected and shipped the sample. Ask the receiving laboratory to specify suitable collection, protection and transport arrangements before samples are prepared.

An unopened finished pack and a loose sheet handled during a complaint investigation have different histories. Both may be relevant to a question, but keep those histories visible. Do not present a result from an exposed sheet as if it necessarily represents an unopened shipment.

Identify whether the tested material was base tissue, a finished interfolded product or the package. If the order specification changed after testing, ask whether that affects the report’s applicability. Retain the laboratory’s sample description alongside the supplier’s product code so the two records can be reconciled.

## Why units and organism groups matter

A facial tissue supplier may provide reports with different denominators or different organism groups. Read the unit exactly as issued. A count expressed relative to surface area cannot simply be placed beside a count expressed relative to material mass and ranked by the smaller number.

Do not attempt to convert one result into the other using sheet area and weight alone. Specimen preparation and recovery differ, so a numerical conversion would not establish method equivalence. Ask the laboratory to explain what comparison, if any, the available records support.

Keep bacteria, bacterial spores, yeast and mould results in their designated fields. A result for one group does not stand in for an untested group. If a report uses a detection or reporting limit, preserve that qualifier and ask for its meaning; do not replace a qualified result with an unqualified zero.

## Set the decision rule before reviewing numbers

Tell the facial tissue supplier the destination market, intended product use and applicable buyer specification. Ask the facial tissue supplier and responsible reviewer to identify the relevant requirements and suitable evidence. This article deliberately sets no universal microbial limit for facial tissue.

The buyer’s review should record the method, reporting basis, required organism groups and acceptance rule together. Check that any pass statement refers to the same specification and version. If that reference is missing, ask for clarification instead of treating the word pass as self-explanatory.

A microbiological count under specified conditions is not a sterility certificate or proof of antibacterial performance. Avoid transferring laboratory wording into packaging claims without a separate review of what the wording asserts and what evidence supports it.

## Resolve disagreement without averaging unlike results

If two reports disagree, ask the facial tissue supplier and laboratory to reconcile sample identity, handling, method edition, preparation, organism group and reporting basis. Keep the original reports. Do not average unlike results or select only the favorable one.

Where a comparable retest is justified, agree the purpose, samples and interpretation in advance. Record why it was commissioned and whether the samples represent the same lot and condition. Retesting a different material may answer a new question without resolving the original one.

Finish with a written decision: applicable evidence accepted, more information required, or approval held. Identify the unresolved field and the person responsible for the next review. That record is more useful for repeat purchases than an isolated laboratory PDF with no connection to the approved SKU.

## A comparison record for purchasing

| Record | What to request | Buyer purpose |
| --- | --- | --- |
| Surface examination | Named surface, side and area basis | Avoid substituting package results for tissue |
| Disintegration examination | Material description and mass basis | Identify what the prepared sample represents |
| Organism group | Exact method and reported group | Do not substitute one group for another |
| Qualified result | Units and reporting-limit wording | Avoid false zero or direct rankings |
| Purchase decision | Specification version and reviewer | Keep evidence linked to intended use |

## Sansheng specification evidence and its limits

Sansheng’s specification notes identify facial tissue in pop-up, soft-pack, flat-box and cube-box formats. The current product program also separates finished pack format from sheet and ply specifications. These documented product distinctions support sample identification. They do not provide microbiological results, and this article claims no tested batch, sterile product or antibacterial performance.

## What belongs in the review request?

- Identify the finished SKU, lot, pack format and sampling history.

- Attach complete reports with the method designation and edition.

- Preserve organism groups, units and all reporting-limit qualifiers.

- State the destination, intended use and buyer specification version.

- List missing information before requesting a comparable retest.

For related specification planning, review [the associated Sansheng supply program](https://tissuepapersupplier.com/tissue-mother-rolls-supplier/). Keep the proposed product and evidence scope separate from any approval still outstanding.

## Questions buyers also ask

### Can a facial tissue supplier call a low count sterile?

No such conclusion follows from the count discussed here. A sterility claim is a separate assertion with different evidence requirements.

### Does bulk mean the laboratory sampled the entire shipment?

No. In this article it refers only to a disintegration-based material method. Shipment sampling and representativeness must be specified separately.

### Can a packaging report be used for the tissue?

Only the material actually identified and examined is covered. Ask for tissue-specific evidence when that is the purchasing requirement.

## Sources and scope notes

- [ISO 8784-2:2023](https://www.iso.org/standard/72282.html) **Supports:** Surface examination scope for bacteria, yeast and mould. **Limit:** Media-specific enumeration; not a universal hygiene limit or product approval.

- [ISO 8784-1:2014](https://committee.iso.org/standard/53064.html?browse=ics) **Supports:** Disintegration-based examination of bacteria and bacterial spores. **Limit:** Does not replace the separate yeast and mould method or establish sterility.

- [ISO 8784-3:2022](https://www.iso.org/standard/72590.html) **Supports:** Disintegration-based examination of yeast and mould. **Limit:** Does not establish interchangeability with surface results or a universal acceptance limit.
