Private Label Toilet Paper Supplier: What Must Buyers Verify for Green Seal GS-1 Edition 7?

Table of Contents

B2B procurement · Buyer guide

A private label toilet paper supplier should provide evidence for the exact finished SKU in Green Seal’s directory, the applicable GS-1 edition and the certificate scope. Approve pack artwork only after the certification holder authorizes the claim. A brochure or certified fiber component is not proof that a private-label toilet paper pack is certified.

This is a purchasing checklist, not a statement that Sansheng or any Sansheng SKU holds Green Seal certification. Requirements and directory entries must be checked again when artwork or bids are approved.

Direct answer

A private label toilet paper supplier should provide evidence for the exact finished SKU in Green Seal’s directory, the applicable GS-1 edition and the certificate scope. Approve pack artwork only after the certification holder authorizes the claim. A brochure or certified fiber component is not proof that a private-label toilet paper pack is certified.

Start with the finished product, not the factory name

Ask the private label toilet paper supplier for the certificate holder, product name, SKU identifier, current certificate and the directory listing. Match the listing to the actual roll count, ply, furnish and packaging you intend to buy. If a certified base sheet is converted into a new retail pack, do not assume that the finished pack inherits a certification. Resolve that question with Green Seal and the certificate holder before making a customer claim.

Green Seal describes GS-1 as covering sanitary paper products for retail and institutional markets, including bathroom tissue. Its public page identifies Edition 7.0 as the latest edition and notes an April 2026 clarification. That establishes the standard’s scope and timing, not the certification status of a particular Sansheng product.

Match the edition to the bid and the order date

For each bid, record whether the buyer asks for current certification, a particular edition, or simply an environmental preference. The answer changes what evidence belongs in the tender file. Green Seal says products certified under the previous edition must meet the updated criteria by January 31, 2027. Do not use that transition statement to imply every existing certificate remains valid for every order or label.

Ask for the date of the directory check and keep a copy of the exact entry used for the decision. If the bid closes months later, recheck it. The safe sequence is product selection, certificate verification, claim review, signed artwork and then a production sample. It is not a marketing step that can be repaired after cartons are printed.

Separate material claims from the certification claim

A recycled-content statement, fiber-chain document or test report may support one attribute of a tissue product; none substitutes for a finished-product Green Seal listing. Review the roll specification, pack bill of materials and any restricted-claim wording together. If the intended product is not certified, write the quotation around the attributes you can actually document rather than the Green Seal mark.

Private-label teams should also identify who may use the logo, where it can appear and which approval record controls the final print file. Give the packaging designer a versioned claim brief. A carton printer should never infer certification from a supplier sample photograph or a reference label.

Build a release gate for artwork and repeat orders

Treat the approved retail pack as a controlled document. Record the final SKU, pack size, certificate reference if applicable, artwork revision and signed proof. On a repeat order, compare those fields before reusing a plate or printing film. If fiber furnish, converter, roll specification or brand owner changes, ask whether the certificate scope must be reviewed again.

A private label toilet paper supplier can provide the product specification and sample route; the brand owner still needs its own claim-approval decision. Ask for a written answer to any gap rather than adding a seal icon provisionally. This prevents a plausible-looking pack from making a claim the available file cannot defend.

Questions buyers also ask

Does a certified raw material make the private-label pack certified?

No such conclusion follows from a material document alone. Check the exact finished product and claim scope with the certification holder and Green Seal.

Can a quotation mention GS-1 before certification is confirmed?

It can describe the buyer’s requirement, but should not state that the quoted SKU is certified without matching evidence.

What if the retailer changes the roll count?

Treat it as a SKU and packaging change. Reconfirm the certificate scope and approve the new artwork before printing.
