B2B procurement · Buyer guide
A commercial paper towel supplier should match the bid’s product category and percentage definitions to a dated, SKU-specific fiber declaration. Ask separately for postconsumer and total recovered fiber, then check the calculation basis and supporting records. A general “recycled” label or another SKU’s report is not enough for an institutional bid.
This guide explains a documentation workflow. It does not claim that Sansheng paper towels contain recycled fiber or qualify for a particular U.S. contract. The actual solicitation controls bid eligibility.

Direct answer
A commercial paper towel supplier should match the bid’s product category and percentage definitions to a dated, SKU-specific fiber declaration. Ask separately for postconsumer and total recovered fiber, then check the calculation basis and supporting records. A general “recycled” label or another SKU’s report is not enough for an institutional bid.
Read the solicitation before quoting a percentage
A commercial paper towel supplier should first see the relevant line item, product format and procurement wording. A folded hand towel, kitchen roll and general-purpose wiper may not be treated alike. Record whether the buyer cites the U.S. EPA Comprehensive Procurement Guidelines, an agency specification, a state rule or its own policy. Do not import a percentage from a different category simply because both products are paper towels.
EPA’s CPG page includes sanitary tissue and paper towel categories and recommends recovered-material content ranges for procurement. Those are procurement recommendations, not a blanket claim that every U.S. institutional tender uses the same threshold. The purchasing team must read its current solicitation and the referenced EPA table together.

Keep postconsumer and total recovered fiber distinct
Ask the supplier to report two fields on the same product declaration: postconsumer fiber and total recovered fiber. “Recycled content” alone is ambiguous for bid review. The document should identify the specific SKU, product format, manufacturing period, percentage basis and person or organization issuing it. If a converter buys a parent roll from another mill, require traceability from that furnish to the finished towel.
Do not average unrelated production lots, substitute carton recycled content for towel fiber, or quote a mill-level percentage for every finished product. If the available record covers only packaging, say so. A credible commercial paper towel supplier will identify what the existing file proves and what still needs to be measured or documented.

Check performance and dispense fit separately
Recovered-fiber evidence answers a material-content question; it does not show whether the towel dispenses properly or meets the buyer’s hand-drying expectations. Request the fold pattern, sheet size, basis weight, ply and dispenser model. Run a same-dispenser trial with the proposed SKU and record double feeds, jams and sheet use. If two compliant options behave differently, total cost per hand-dry may change.
Keep sample and test dates with the content declaration. If the furnish changes after the tender sample was approved, recheck both the recycled-fiber statement and actual performance. The buyer’s release decision should be based on the same SKU for both streams of evidence.

Make the bid file easy to audit later
Create one evidence index per SKU: solicitation clause, applicable product category, supplier declaration, calculation basis, sample ID, packing specification and test notes. Mark documents as pending where they are not yet available. This is more reliable than a folder of generic sustainability brochures that a reviewer cannot map to a case or pallet.
For repeat orders, compare the incoming labels and finished cases with the approved sample and declaration. Agree how the supplier will notify the buyer of changes in furnish or conversion site. If the customer needs a third-party certificate, request that separately; an EPA CPG recommendation is not itself a certification.
Buyer comparison record
| Check | Record | Buyer purpose |
|---|---|---|
| Bid category | Solicitation wording and EPA category if cited | Use the right product definition |
| Fiber claim | Postconsumer and total recovered fields | Avoid ambiguous “recycled” claims |
| Traceability | SKU, lot or period, issuer and calculation basis | Connect evidence to shipped cases |
| Usability | Sample and dispenser trial | Do not confuse fiber content with performance |

Questions buyers also ask
Are EPA CPG percentages mandatory in every U.S. paper towel bid?
No. They are EPA procurement recommendations; the actual agency solicitation and applicable rules determine the bid requirement.
Can recycled packaging prove the towel fiber percentage?
No. Ask for a declaration covering the fiber in the finished towel SKU, not only the wrapper or carton.
Does a content declaration replace a dispenser trial?
No. Material content and dispensing performance are different purchase decisions and need separate evidence.
